Toby Rittner EDFP

Toby Rittner runs the day-to-day operations of the Council of Development Finance Agencies (CDFA), which includes management of a 32 member Board of Directors, and the organization’s various educational, advocacy and research initiatives. Prior to joining CDFA, Toby was the Director of Legislative Affairs and former Director of Training for the International Economic Development Council (IEDC). IEDC is the nation’s largest membership organization dedicated to the advancement of the economic development profession. In his various capacities with IEDC Toby conducted numerous technical assistance projects for state and local governments in the area of development finance. He also directed the organizations large-scale legislative affairs efforts and worked to secure and improve valuable federal programs for economic development. Toby has also worked for the Franklin County, Ohio Board of Commissioners, Community and Economic Development Department as a Senior Program Coordinator for Economic Development and as an Associate Planner for the City of Gahanna, Ohio.

Toby is a frequent speaker at local, state and national conferences and events focused on economic development finance. He has been featured extensively in The Bond Buyer and other national media publications concerning the advancement of development finance tools. Toby holds a Bachelor of Arts in Political Science and a Master's of City and Regional Planning degree from the Ohio State University. He is a Certified Economic Development Finance Professional (EDFP) through the National Development Council (NDC) and has attended over 15 different economic development courses/seminars in his career. Toby is Board member of the Heights Community Congress and FutureHeights, two local non-profit organizations in Cleveland Heights, Ohio. He is also an appointed commissioner on the City of Cleveland Heights Cable Television Commission.
